Tasmania 2025–26 Migration Policy Analysis: Quota Unconfirmed, ROI Resubmission Recommended

Tasmania recently held a policy briefing for the 2025–26 State Nomination Program, outlining several key updates. The final quota has not yet been confirmed, with only a small number of interim allocations currently available.

The state government anticipates that the total quota for this financial year will be lower than in 2024–25, though the reduction will likely be less severe than Western Australia’s 30% cut. Negotiations with the Commonwealth are still underway, and a final allocation is expected in the coming weeks.

Until the full quota is confirmed, Tasmania will issue only a limited number of ROI (Registration of Interest) pre-invitations and no formal nominations.

To help applicants prepare effectively, Riverwood Migration has summarised the latest updates and provided guidance on the most common questions.

I. Do I Need to Resubmit My ROI? Official Clarification from the Tasmanian Government

A major concern among applicants who submitted an ROI last financial year is whether they must submit a new one.

According to the Tasmanian Government, resubmission is not mandatory, but it is strongly recommended due to major system changes.

Applicants who continue using last year’s ROI may experience a significantly reduced chance of receiving an invitation.

II. Invitation Chances: ROI Scores and Application Streams

  • Invitation Order: Invitations are issued in descending order of ROI scores. All application streams have equal priority, though the minimum ROI scores may differ.
  • Priority Groups: The Green Group is expected to receive invitations in full this year. Invitations for the Orange Plus and Orange Groups will depend on submission timing and remaining quota.

III. Key Notes for Specific Occupations and Streams

  • Taxi drivers and food-delivery riders cannot select the “employment-related priority level.”
  • Massage therapists must hold both a skills assessment and a private health fund provider number.
  • Early childhood teachers employed in childcare centres or kindergartens cannot apply under the Gold priority level.
  • To claim the priority level linked to an annual salary of $57,000 or hourly rate of $28.85, you must meet the required time criteria.
  • Remote work includes providing services to other Australian states or overseas. Applicants meeting at least 12 months of remote work and residency in Tasmania may apply through the TER (Tasmanian Employer Regional) stream.
  • For the Small Business stream, applicants must show:
    • Personal income reaching 85% of the TSMIT ($65,037);
    • The business is profitable after personal income deductions;
    • Income is evidenced by ATO statements, bank records and payslips.
  • Post-assurance checks will be conducted before visa grant to verify the authenticity of information provided. Supplying false or misleading details may result in nomination cancellation, as has occurred in previous years.

Additionally, the 190 Overseas Job Offer stream is now open for applications — currently limited to healthcare and education professionals. Applicants who submit an ROI under this stream will receive a direct pre-invitation.
